 Turns out I followed most of the Migration procedure ignorant to its
 existence; I update macports to the 10.6 build and installed the 10.6
 XCode.  However, after doing steps 1 and 2 and then "sudo port install
 postgis" it very quickly fails with the same error.  Since libproj isn't a
 separate port of which to install, is there some other port I can install
 that includes libproj?
