This issue is similar to Ticket #20896 (which was for perl5.8)
I am using trunk MacPorts on Snow Leopard. I have it configured so it
does not use root privileges.
When port attempts to patch cdrtools-2.01.01a48, the following error
occurs:

And looking at the permissions of that file, we see the owner does not
have write access:

I addressed the issue by patching the Portfile similar to that shown in
Ticket #20896.
