Comment:

 The error output explaining why the activation failed wasn't being printed
 previously (that was fixed in r64007), but the recent dupes show that
 there were conflicting files. Unless someone demonstrates that something
 we control is incorrectly creating those files, there isn't anything to
 fix here.
