 This just bit me when I tried to do an upgrade outdated.  There was a
 perl5.8 to 5.12 upgrade that seems to have caused the problem. You should
 be able to solve this.

 A fast workaround (depending on what packages you have installed is to do
 an uninstall/reinstall of p5-locale-gettext and dependendcies.  help2man
 doesn't have many packges that depend on it:

 {{{ port echo depends:help2man }}}

 For me, the only thing using it was autoconf, so I just uninstalled
 autoconf, help2man, and p5-locale-gettext

 Then, I reinstalled autoconf (and the latest p5-locale-gettext and
 help2man installed fine):

 {{{ port install autoconf }}}

 Hope this helps, it bit me too (and yeah, the searches on this are
 ridiculous.  This apparently has been a recurring problem for years with
 lots of dups and wontfixes but no solutions.  Note: this happened to me on
 an update on a brand-spanking new OS X 10.6 + MacPorts 1.9.2 install...)
