 This patch makes libccd respect build_arch, and adds a universal variant.
 It also simplifies the fix for #32088 by using build.env instead of
 build.args; this way their Makefile appends to the flags we pass in,
 instead of our flags overwriting theirs. This makes it unnecessary for us
 to pass `-I${worksrcpath}` anymore and it doesn't disable the error
 handling options they want.
