 I get the same error.  Maybe there is a problem with the archive.  I tried
 to check the contents of the HTML file:

 $ tar -xzf pkg-config-0.26.tar.gz
 tar: Unrecognized archive format
 tar: Error exit delayed from previous errors.
 $ unzip pkg-config-0.26.tar.gz
 Archive:  pkg-config-0.26.tar.gz
   End-of-central-directory signature not found.  Either this file is not
   a zipfile, or it constitutes one disk of a multi-part archive.  In the
   latter case the central directory and zipfile comment will be found on
   the last disk(s) of this archive.
 unzip:  cannot find zipfile directory in one of pkg-config-0.26.tar.gz or
         pkg-config-0.26.tar.gz.zip, and cannot find pkg-
 config-0.26.tar.gz.ZIP, period.
