 Right now running `make clean` in base doesn't remove the `./tcldoc`
 folder created by running `make tcldoc`, nor does it remove the `./tcldox`
 folder created by running `make tcldox`. Having it clean these folders is
 necessary to have a fresh build state for testing these `make` targets
 anew. (I'm working on these `make` targets for #12048 btw)
