 You can't, except for by editing the Portfile.

 I just changed the svn url from
 https://netpbm.svn.sourceforge.net/svnroot/netpbm/advanced/ to
 svn://svn.code.sf.net/p/netpbm/code/advanced/ in r105291, and similar
 changes in several other ports. I didn't realize this would cause problems
 for proxies. It seems to me that SourceForge is moving away from the old
 .svn.sourceforge.net hostnames to the new svn.code.sf.net hostname so I
 don't want to change it back, but perhaps the new hostname has an https
 version as well that we could use.
