 `ParseXS` as a separate package has apparently been dropped in r103157.

 saying:

 > `ExtUtils::ParseXS` installed.

 I removed support for earlier Perl versions in r115990, but if anyone
 needs support for those and can get a newer version of `ParseXS` working,
 feel free to add the support back.

 The nasty part is that the default package (defaulting to Perl 5.12) fails
 as well.
