 Upstream development for tinyca2 has ceased, the current homepage and
 master_sites are dead and livecheck is broken.
 Nonetheless, the sources are mirrored by MacPorts and the port still
 builds and runs successfully. A description of the program is available on
 Wikipedia.

 Attached is a proposed patch that:
   * uses Wikipedia for homepage
   * switches master_sites to the MacPorts mirrors
   * adds license info (GPL per About dialog)
   * switches perl dependencies from p5.12 to p5.16 (#44405)
   * disables livecheck, no updates expected
