That's wrong. On my Mavericks system it is

lrwxr-xr-x 1 root wheel 5B Oct 23 2013 /usr/bin/cc -> clang

Did you manually modify `/usr/bin/cc`?

That usually means the command line tools are installed and up-to-date. I
agree the message could be better, but that's not in our hands.
