New description:

 R-3.1.3 was released on 9-mar-15.  A diff of the Portfile is attached.

 The lastest version builds without incident on a G4-based PPC using gcc-
 mp-4.8 and an objective-C compiler than can correctly compile the one .m
 file needed to support the quartz graphics device
