 Seems Axel has changed maintainers, there is a Github project page now:
 https://github.com/eribertomota/axel/releases

 Also, there is a new release 2.5 for it.

 Seems official, since that is what Debian Sid points to now:
 https://packages.debian.org/sid/axel
