 The patch has already been
 [http://perl5.git.perl.org/perl.git/blobdiff/b44694539e922b1078113e05f80651c9eedd5d37..53d1d41c81e1de9cc6416dcae828c13d4c5a470a:/hints/darwin.sh
 applied upstream]. I didn't closely investigate, but the patch is part of
 release candidate for the next perl 5.24, not for the 5.22 though. And
 they are still using DEVELOPMENT_TARGET at some places ...

 I assume that RC will be out pretty soon, so maybe wait for the release of
 5.24.1 and add the patch to other versions at the same time.
