Comment (by mojca):

 We cannot do that because people would then end up with broken
 installations without any warning (and many of them probably switch to
 another package manager after bad experience).

 We could stop providing packages for libstdc++ installations, but not
 replace them with incompatible ones and break everyone's computer.
