 It can't be built locally, if the user runs an old macOS version that
 can't fetch from GitHub, and if we haven't mirrored the distfiles, which
 we hadn't for this port. The question is why hadn't we, and when did it
 get mirrored? I noticed several ports fail to build on the 10.8 buildbot
 last night, because of dependencies on libpsl, which couldn't be fetched.
 Why did that happen?
