 zmq[-devel]: fix to disable c++11 for use with older compilers / Ohs

 Add a configure option to force enable c++11, or just disable it. Verified
 both ways on 10.8 (apple-gcc-4.2 and default Xcode clang) and 10.12
 (default Xcode clang).
