 Update to 3.3.7. Patch is included upstream now and no longer needed.
 There is a lot of code to set the configure flags for vector intrinsics in
 the +universal case, and some of this was duplicated for without
 universal, but some of it did not get used. Let's be more systematic, and
 use the values set for +universal always, to get more intrinsics support
 when appropriate.
