 Yeah that patch is too old & won't work with the current "configure"
 script. But swig does need a patch to get the correct PHP config ... but I
 need to add the 7X variants first from ticket #55819 ... which will
 require the new patch anyway, so really this ticket & that one will be
 resolved at the same time.
