 The ports page has it listed as 0.4.3 still:
 https://www.macports.org/ports.php?by=library&substr=py27-ndg_httpsclient

 But more to the actual problem is that it doesn't appear to have been
 published. This does not resolve to anything:
 http://ywg.ca.distfiles.macports.org/mirror/macports/distfiles/py27-ndg_httpsclient
