 The warning is not exactly saying that the CLTs are not installed, it is
 saying that no 10.14 SDK could be found. That really is a problem, and the
 SDK really is supposed to be installed by the CLTs.

 However, that warning does not prevent trying to install things, and it
 appears that the build of ds9 was attempted and failed. We don't know why
 without the log, as Frank said.
