 That’s a feature, not a bug. Perhaps not the answer you’re looking for,
 but that’s how `stack` works.

 Nevertheless, the MacPorts buildbot mirrored `pandoc` binary should just
 download and work—you shouldn’t need to perform a `stack` build or a
 network connection at all. Is your MacPorts mirror old-ish? These
 `stack`-based builds are relatively new, so perhaps the buildbot `pandoc`
 isn’t in your mirror yet? If that’s not it, please track down why pre-
 built `pandoc` binary isn’t in your mirror.
