There is a PR for this now: https://github.com/macports/macports-
 ports/pull/8036

 - Version: 0.8.15 // (July 27, 2020)
 - Python: 3.8

latest stable version of python, which is currently 3.8.

There were a couple of dependecies that needed to be updated with a py38-*

 - [https://github.com/macports/macports-ports/pull/8034 py-boto: #8034]
 - [https://github.com/macports/macports-ports/pull/8035 py-rbtools: #8035]

// Didn't know if I could mash all into 1 PR, so I made separate PR's for
all 3. Assuming that was the correct way. Or what's general practice?
