There were a couple of dependecies that needed to be updated with a py38-*
- [https://github.com/macports/macports-ports/pull/8034 py-boto: #8034]
- [https://github.com/macports/macports-ports/pull/8035 py-rbtools: #8035]
// Didn't know if I could mash all into 1 PR, so I made separate PR's for
all 3. Assuming that was the correct way. Or what's general practice?
