 The dependency is not actually needed. Configure checking for it is a bug
 which we have fixed in our intltool port since 2013, but upstream has
 never acknowledged the patch we contributed:
 https://bugs.launchpad.net/intltool/+bug/1197875

 Since the bug is built into the configure script, running autoreconf is
 necessary to incorporate the fixed intltool.m4.
