 I also  just hit this problem after an "upgrade outdated" (several weeks
 overdue). My OS version is 10.14.6 (Mojave), and the newly installed
 broken port was  py37-matplotlib @3.1.3_0+cairo+webagg

 I uninstalled, and activated the previously installed version --
 py37-matplotlib @3.1.2_0+cairo+webagg -- which appears to be working.
