 I also would not expect valgrind to be used; it is not present or used on
 my system.

 Your log says:

 Please try [wiki:FAQ#usrlocal removing valgrind and anything else you have
 in /usr/local], then `sudo port clean php73-apache2handler` and try
 installing the port again.

 I will see if there is a configure argument we can supply to tell php not
 to use valgrind even if it is found.
