 After [https://support.apple.com/en-us/HT206886 downloading a fresh copy
 of Install OS X El Capitan] and making a fresh iso file from it, I was
 able to boot a new VM and install a fresh copy of El Capitan. The Time
 Machine backup restored successfully. Xcode would not install its
 additional components because the included MobileDevice.pkg could not be
 verified; presumably its certificate expired in October 2019 like
 everything else did. I am
 [https://developer.apple.com/download/more/?=Xcode%208.2.1 downloading a
 fresh copy of Xcode 8.2.1] which was posted in November 2019; presumably
 it contains packages signed with newer certificates.
