 Removing icu-config won't fully solve it. The Makefile.inc files also
 contain the differing `host`/`host_alias`/`host_cpu` section, and MacPorts
 misidentifies Makefile.inc as a header and merges it as if it were a
 header, which will make the file wrong. icu-config and the Makefile.inc
 files are both deprecated, but even the pkg-config .pc files contain the
 `ICUDATA_NAME` variable which differs based on endianness. I have now
 reported that as https://unicode-org.atlassian.net/browse/ICU-21382.
