 This seems to be blocking many other ports from installing (e.g.,llvm-9.0,
 gcc10, OpenBLAS). The non-universal variant of icu installs fine, but then
 trying to install a non-universal variant of these dependent ports still
 tries to install a universal build of `icu`. Is there a way to force all
 dependencies to be installed with `-universal`?
