 Edit: this ticket started as this:

 Installing OpenBLAS on an Apple Silicon Mac fails during installation of
 the `icu` dependency's universal variant due to #45268--even when
 requesting the `-universal` OpenBLAS variant.

 Is it possible to force the `-universal` variant to propagate to all
 dependencies?

 But is really now all about installing gcc on Apple Silicon
