Comment (by amake):

 The vbom.ml domain seems to have been resurrected.

 Also with the new `repo` keyword for `go.vendors`, it's easy to specify a
 redirect in the case where a domain is defunct but where it redirected to
 is known.

 So I think we could close this ticket and deal with the dependency
 fetching issue in #61192.
