 I don't see how that would be possible, since no caller of icu-config
 would expect that to be the case. In a normal non-muniversal universal
 build, icu-config would be called once, and its results must be correct
 for all of the archs that will be built. In an muniversal universal build,
 there is no way to inform icu-config what arch we're building for, and if
 we added one, no existing caller of icu-config would know to do that.
