Comment:

 The only change between the jpeg 9d that we mirrored in January 2020 and
 the jpeg 9d now available on the ijg site is that the Microsoft Visual
 Studio XML files have had their byte order markers removed. Since that's
 irrelevant to us we can continue to use our existing distfile.
