 OpenBLAS 0.3.16 and current OpenBLAS-devel both build for me on my ARM64 /
 M1 Mac ... but that's with +gccdevel ... if I try this with +gcc11 (the
 default) it fails as noted. yes it looks like gcc11 is broken ... doesn't
 provide libgcc_s.1.1.dylib ...
