 I was having this problem however I managed to install p5.28-net-ssleay
 immediately after rebooting the machine by first cleaning p5.28-net-ssleay
 and then doing an individual install of p5.28-net-ssleay. The problem
 first showed itself when reinstalling MacPorts on the machine (Mac Mini
 2018) which had not been rebooted since the upgrade to Monterey. Maybe I
 was just lucky but subsequent installs now seem to be progressing ok.
