 I had the same problem after upgrading to a Monetery full release.
 Following the migration guide, it failed at p5.28-net-ssleay  I ran `port
 uninstall p5.28-extutils-makemaker; port install p5.28-net-ssleay` and
 then `sudo ./restore_ports.tcl myports.txt` as mentioned above and it then
 completed successfully.


 Trying to just re-install p5.28-net-ssleay  failed, as I needed to remove
 the other port first.  Hopefully this helps some others skip the pain that
 I went through...
