 port:audacity does request a build against the 10.13 SDK on 10.14 and
 10.15, for reasons explained in the Portfile. The audacity build system
 tries to do this by itself to, in its stock version (I disable that, and
 then use the MacPorts mechanism to avoid interaction). I cannot recall
 having seen a complaint about a missing 10.13 SDK in the 10.15 CI bot
 logs. My own 10.9 system never complained when the stock build system
 tried to use that SDK for linking - evidently I do not have it installed.
 My assumption has thus been that not having the SDK installed is not
 treated as an error.

 Can't the SDKs be provided via ports, as build dependencies? If you can
 isolate just the Mac SDK bits they shouldn't be that big, right?
