 I have wanted, for some years, to provide such SDK ports. I think they're
 actually ready to be committed but I have not committed them yet.

 Most users on macOS 10.13 and all users on OS X 10.11 and earlier and
 macOS 10.14 and later will not have the 10.13 SDK in a stock macOS/Xcode
 installation.
