 might not be architecture-dependent though.... perhaps some relevant bug
 reports are here:

 I don't have time now to look into this, but eventually will... From a
 cursory look at the reports it might have to do with confusion about the
 two {{pip}}} version (i.e., py-pip4 and py-pip) even though these can be
 co-installed since there are no conflicting files. Can you check whether
 you still have {{{py37-pip4}}} installed as well and, if so, uninstall
 that port and try again?
