Comment:

 Confirmed. The `gpg-error-config` executable was removed from the default
 installation of `libgpg-error` in version 1.46. The replacement is `pkg-
 config` or `gpgrt-config`, and it looks like `gnupg2` is trying to use the
 latter but not getting the desired result.
