 not sure whether the addition (restoration?) of `gpg-error-config` back to
 `libpgp-error` is permanent, but FYI I just noticed an update to `libgpg-
 error` today from (@1.46_1), and proceeded to update to libgpg-error
 @1.46_1... and lo and behold, `gpg-error-config` is back? and now gnupg2
 installs without a problem!
