 After installing or upgrading ''any'' port, MacPorts runs "rev-upgrade"
 (unless you've asked it not to do that). This checks if all installed
 ports' libraries are linked correctly. If they aren't, it reports the
 problem and asks if you want to rebuild. This has nothing to do with the
 port you were installing or upgrading at the time.

 gcc9 and earlier are no longer compatible with macOS High Sierra. You
 should uninstall them and, when you need to use gcc, use gcc10 or newer.
