 newer versions of py-cryptography require rust to build.

 rust used to only work on 10.13 and up, so older systems were pegged to an
 older version of py-cryptography.

 then rust was fixed to build back to 10.5, but py-cryptography has not yet
 been changed to account for that yet.

 Somebody needs to update that.
