New description:

 environment - Macos Monterey, intel CPU,

 description
  When I start mosquitto with below command it does not read configuration
 file correctly.
   - `sudo port load mosquitto`

  When I start mosquitto with below command it works well
   - `/opt/local/sbin/mosquitto -c /opt/local/etc/mosquitto/mosquitto.conf`
    but in this case it will not be applicable after reboot os.

 Surely you are not using MacPorts 2.0.99.
