Comment:

 Reinstalling macOS doesn't normally remove data unless you choose to erase
 the destination disk - you'll of course want to make sure you have a
 working backup first, but you should be able to try it if reinstalling
 xcode doesn't help.

 Since this appears to be isolated to your setup, I'm going to close the
 ticket for now. We can reopen if it appears to be more widespread (and
 feel free to update with the solution if you find one so anyone in the
 future who sees similar symptoms will be able to find it).
