 I ran the cleanup commands from comment:6 again on all builders. Touching
 /System/Volumes/Data/.fseventsd/no_log appears to successfully prevent the
 creation of other files in that directory on macOS 10.15 and later, but
 touching /.fseventsd/no_log appears to be ineffective on macOS 10.14 and
 earlier requiring continual manual cleanup.
