 Here's a summary of what happened

 1) I'm using Sequoia 15.2
 2) I was installing the Fortran-lang software Fortran-CSV.
 3) The MacPorts install needed fpm.
 4) Fpm is currently broken on gcc14 - it fails when it looks for the
 procedure 'set_string'.
 5) Fpm acknowledged the problem and kludged a fix that will work under
 gcc14 but I was told that the easier solution would have been to run the
 MacPorts install under gcc13.  But when I do that (ask for it to use
 gcc13) it still defaults to gcc14.  I have been told that it's because
 gcc13 is blacklisted under Seqouia 15.

 So my request is to have gcc13 un-blacklisted under Sequoia 15, at least
 until the fpm set_string problem is fixed.
