Comment:

 The migration instructions already say:

 > [https://www.macports.org/install.php install the base MacPorts system]
 for your new platform

 That page already explains that the binary installer will automatically
 run selfupdate (which includes sync) and that if you build from source you
 should run selfupdate manually. But the wiki is editable by anybody so
 feel free to improve it.
