 you have an old, incomplete build of gettext-runtime interfering.

 please do the step macports suggested:
 {{{
 port clean gettext-runtime
 }}}

 and then :
 {{{
 sudo port install python312
 }}}


 (because you are new to macports and having trouble, I’d suggest you keep
 it simple and install your ports one at a time)
