 XML::Parser doesn't use pkg-config. In the GitHub issue, the other user
 was complaining that the instructions that Homebrew prints when expat is
 installed (to use CFLAGS and LDFLAGS, or PKG_CONFIG_PATH) didn't work for
 XML::Parser.
